– Dr. Ahmed Raouf: Collecting from the rich and those with high incomes makes up the difference…and the state budget bears no financial burden
dr. Ahmed Raouf, deputy head of the Egyptian National Movement Party for political, organizational and economic affairs, said that money in relation to the economy is like blood in relation to the body. Fresh, strong, surviving.
This came during his remarks on the sidelines of a meeting of the Egyptian Alliance of Parties to discuss the economic axis in preparation for participating in the national dialogue sessions, saying: “With this concept we can address many social problems related to low incomes of individuals, increasing poverty rates, high prices and the concentration of money in the hands of a certain group of people.” People, which generally negatively affects the economic condition of individuals.
– Dealing with an outdated legacy
Ahmed Raouf continued, saying: “Fixing such an archaic economic legacy from which Egyptian society has suffered for decades does not cost us money or burden the government. Instead, it only requires making some easy and simple decisions that restore balance to the market and society and bring direct benefits to an individual’s life.” .
The vice president of the Egyptian National Movement added that making such decisions would cause the necessary flow of money that people have. I’m not so much worried about the amount and size of money as about its movement, because the immediate problem for me is that the largest amount of money is concentrated in the hands of a certain group that cannot exceed 2 or 3% of the community.
Social structure
And the social structure, “and the words are still in the language of Dr. Ahmed Raouf,” began to consist of two groups, “a large group representing the great majority of people who have little money, which is barely sufficient for the needs of food and clothing, and a small group that owns all the wealth and has a huge financial surplus, perhaps.” In many cases, they take this surplus out of the country, and so inside there is a lack of the necessary circulation of money that people have, and here I am not talking about the money that refers to the general budget of the state or the money of national projects, but here I am talking about the money that people have and for which needs a system, a fair that overemploys and organizes them in order to create the necessary movement of capital, which will certainly have a positive impact on the lives of individuals within society.
The deputy leader of the National Movement Party for political, organizational and economic issues continued by saying: “Here there should be a move by the government through measures and decisions that will not cost it a kuna, and which will increase the income of the individual and raise his standard, and these decisions are not an invention, but an application similar to it in many countries of the developed world.”
Cancellation of tax and insurance collection
And Ahmad Raouf added, for example, but not limited to, that he proposed a complete abolition of the collection of taxes and insurance funds, which are deducted from the vast majority of employees and individuals within society, provided that the government compensates this difference from those with high incomes and from a small group that concentrates wealth and has surplus money that is sufficient and sufficient for Grandchildren and great-grandchildren for decades and many years, through the application of a tax bracket system and the raising of tax and insurance exemptions on wages and salaries, even for those earning £20,000 per month, so this category does not receive any taxes or insurance, and its salary is not subject to any deductions, which increases its monthly income Allows them to live decently and face fluctuations in global prices and rising prices.
– Make up the difference from the rich
dr. Raouf explained that the government can compensate for this difference in a way that does not affect its tax revenues and does not reduce them by a penny, but can even increase them, by expanding the percentage of deductions and tax collections from the segments and those with high incomes who have excess money and wealth to such an extent that they do not find a way to spend their money inside Egypt, and perhaps most of the time that money goes abroad and is spent on buying real estate and investing outside the Egyptian state, so that the Egyptian market loses its movement, although it is basically Egyptian money from the wealth of the country, but the beneficiary has become a foreign citizen.
Achieving tax justice
From here, Raouf said, tax justice should be achieved by creating social and economic balance and building equity in income and wages, followed by achieving a better standard of living in food, clothing and housing for all people. Along with outrageous wealth, this confirms the existence of social imbalance, a flaw that is not born today, but is the result of long decades of wrong practice.
So, nothing prevents the tax collection limit for some from 10% to 90%, especially for groups that have excess wealth and money that is so huge that it forces them to take their wealth out of the country, and this matter is applied in many countries of the world Because the 10% that will remain will provide him with a standard of living that is not in the class of the rich, but in the class of the wealthy.
– Increasing income and dealing with high prices
Raouf added, “Can you imagine if there was an economic study done on this issue and it confirmed that collecting taxes from just one citizen whose monthly income exceeds £200,000 a month compensates for the taxes collected from 2,733 citizens with low and middle incomes, and thus the Government can achieve tax fairness and increase From the level of income of individuals and solving the problem of high prices without reducing their tax revenues and without affecting the general budget by any reduction, but can also achieve increases.
And Dr. Raouf continued, and you can imagine how much effort, money and pressure is exerted every month in the procedures for the payment of salaries and monthly salaries due to the accounting processes for deductions and deductions of taxes and insurance for all workers in the state, whether in the state sector or to the private sector, and the processes of supplying these rejected funds to many parties, whether it is the tax administration or the insurance interest or other interests accompanied by financial and economic consequences and lost human energy that can be used in other jobs that are more useful to the state, therefore, by abolishing exemptions for these persons to achieve another type of welfare for the state, the citizen and the state.
