In this context, the Cabinet renewed what the Kingdom confirmed during its participation in the ninth global forum of the United Nations Organization for the Alliance of Civilizations, held in the Moroccan city of Fez, about its firm support for efforts to spread the culture of dialogue. and building bridges of communication between different cultures, and its interest in promoting harmony and coexistence among peoples in order to create a world of security and stability.

The Council confirmed the care and attention that the state pays to the comprehensive development of all regions and cities of the Kingdom. Including work on raising the quality of life, improving basic services and infrastructure, increasing their contribution to the gross domestic product through the development of economic and tourist activities, providing more employment opportunities for citizens and maximizing the use of their comparative and investment advantages in accordance with the goals of the program (Vision of the Kingdom 2030).
And His Excellency stated that the Council of Ministers reviewed the economic performance indicators in the Kingdom during the third quarter of 2022 AD, and the growth achieved by the export of non-oil goods by (13.1%) compared to the same period last year, and the efforts and initiatives that would improve competitiveness of the domestic product on the regional and international market of the Kingdom.
The Council considered the topics on its agenda, including topics in which the Shura Council participated. It also considered the conclusions of the Council for Economic and Development Affairs, the Council for Political and Security Affairs, the General Committee of the Council of Ministers, and the Expert Council in the Council of Ministers.

Authorizing His Royal Highness, the Chairman of the Board of Directors of the Nuclear and Radiological Regulatory Authority – or his representative – to discuss with the Czech side a draft memorandum of understanding for the exchange of information and technical cooperation in nuclear control matters between the Nuclear and Radiological Regulatory Authority of the Kingdom of Saudi Arabia and the National Office for Nuclear Safety in the Czech Republic, and sign it and then transfer the final signed copy, to complete the legal procedures.

Approval of the draft memorandum of understanding for the protection of data and information exchanged in joint security projects between the Ministry of Interior of the Kingdom of Saudi Arabia and the Ministry of Interior of the United Arab Emirates.

Authorizing His Highness the Minister of Foreign Affairs – or his representative – to discuss with the Dominican side the draft general cooperation agreement between the government of the Kingdom of Saudi Arabia and the government of the Dominican Republic, sign it and then submit the final signed copy, in order to complete the regular procedures.

Approves the establishment of diplomatic relations between the Kingdom of Saudi Arabia and the Democratic Republic of Sao Tome and Principe, and authorizes His Highness the Minister of Foreign Affairs – or his representative – to sign a protocol for this purpose.

Approving the elevation of the chairmanship of the Saudi side in the Saudi-Argentine joint committee to the level of a minister headed by the Minister of Environment, Water and Agriculture.
Sixth:
Authorizing His Excellency the Minister of Transport and Logistics, Chairman of the Board of Directors of the Civil Aviation Authority – or his representative – to sign and sign the draft air services agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Chile, then submit the final signed copy to complete the regular procedures .
Seventh:
Authorizes His Excellency the Chairman of the Board of Directors of the Education and Training Assessment Authority – or his representative – to discuss with the Kuwaiti side a draft memorandum of understanding between the Education and Training Assessment Authority in the Kingdom of Saudi Arabia and the National Authority for Academic Accreditation and Education Quality Assurance in the country Kuwait, sign it and then upload the signed copy as final, to complete the formal procedures.

Establishment of a center called (National Center for Traffic Safety), in accordance with its organization.
Ninth:
Approving the extension of the Saudi Public Transport Company’s commitment contract from the date 7/2/1443 AH corresponding to 2/3/2022 AD to the date 6/18/1445 AH corresponding to 12/31/2023 AD, or until the completion of the launch in all regions in in accordance with the new contracts (whichever comes first).
Tenth:
Renewal of the membership of Mr. Abdul Rahman bin Muhammad Ramzi Addas, Mr. Mounir bin Fahd Al-Sahli, and Dr. Muhammad bin Faraj Al-Zahrani – specialists and experts in the field of the Fund for the Environment – members of the Board of Directors of the Fund.

Promotion of Saleh bin Mohammed bin Saleh Al-Rashed to the position of (Chief Business Adviser) at (rank fifteen) in the Ministry of Sports.
Abdullah bin Abdulrahman bin Abdulaziz Al-Sulaiman has been promoted to the position of (Senior Business Advisor) at the (fifteenth) rank in the Ministry of Sports.
Mohammed bin Hamad bin Abdullah Al-Othman has been promoted to the position of Senior Business Advisor, Rank (Fifteen), in the Ministry of Justice.
Najah bin Ali bin Muhammad Al-Sharari has been promoted to the position of Chief Notary Public, Rank (Fourteenth), in the Ministry of Justice.
Bandar bin Mohammed bin Rashid Al-Mutairi has been promoted to the position of (Director General) to the (fourteenth) rank in the General Presidency of the Commission for the Promotion of Virtue and Prevention of Vice.
The Cabinet also considered a number of general matters on its agenda, including the annual reports of the Ministries of Defence, Environment, Water and Agriculture, the Supreme Judicial Council, General Grains Corporation, the General Authority for Military Industries and the Real Estate Development Fund, and the Council took necessary action on these topics.
