The Shura approves changes to the system of private health institutions

The Shura Council sent its congratulations to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud and His Royal Highness Prince Muhammad bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister – may God protect them – on the occasion of announcing the state budget for the fiscal year 1444-1445 AH (2023 m), whose revenues are estimated at 1130 billion, and expenditures approved at 1114 billion, with an estimated surplus of 16 billion rials.
This was stated in the press release of the Shura Council read at the beginning of the fourteenth regular session of the Council within the framework of the work of the third year of the eighth session, which was held today, Tuesday, under the chairmanship of His Excellency, the president of the Shura Council, Mr. Dr. Sheikh Abdullah bin Muhammad bin Ibrahim Al Sheikh.
In its statement, the council praised the promising figures announced in the general state budget, which are considered a realistic translation of what the Custodian of the Two Holy Mosques – may God protect him – emphasized in the annual royal speech at the opening of the Mosque. in the third year of the eighth session of the Shura Council, that the development approach in the Kingdom aims to make a comprehensive and sustainable renaissance focused and focused on the human being who will manage the development of the present and enable the development of the future with knowledge, and his claim – may God protect him – that the Kingdom a witness to a comprehensive and sustainable development movement aimed at the development of promising and new sectors, supporting local content, facilitating the business environment, empowering citizens, involving the private sector and increasing the effectiveness of implementation.

Publication of the budget

The Shura Council took note of the contents of the statement of His Highness the Crown Prince after the announcement of the budget, in which he indicated that the economic and structural reforms implemented since the launch of the Saudi Vision 2030 contributed to the improvement of financial and economic indicators, the advancement of the process of economic diversification and financial stability, and his claim – may God protect him – that the government’s success in addressing the risks of geopolitical changes and limiting their economic and social effects prove the strength of the Kingdom’s economy in facing urgent challenges.
The Shura Council highly valued the support given by wise leadership to all aspects of life and investment in human development, and to strengthen this with decisions that help achieve this, given the great importance that the citizen represents and the central role in development, which was confirmed by His Highness the Crown Prince that the Saudi citizen is the greatest What the kingdom must succeed.

The Council also commended the Arab-China Summit on Cooperation and Development in Riyadh, chaired by His Highness the Crown Prince, to reaffirm the determination to continue political consultations and exchanges of support between the two sides on issues related to their core interests and major concerns , and strengthening solidarity between them in various international forums on global issues of common interest, and strengthening exchanges between China and Arab countries in various dimensions and levels, and joint efforts to face common development challenges.

After that, the Council considered the items on the agenda, and accepted two proposals for regulations for non-governmental social activities, and for social and professional programs for people with disabilities, in the accompanying form.
The Council made its decision after the Committee for Human Resources and Social Development presented its position on the remarks and opinions of the members on the draft regulations presented to the Council by the Chairman of the Committee, Mr. Abdullah Al Tawi.
In the same decision, the Council requested that all those engaged in providing social and vocational programs for persons with disabilities must improve their position in accordance with the draft ordinance on non-governmental social institutions for persons with disabilities and the draft ordinance on social and vocational education. programs for persons with disabilities and the rules for their implementation, within a period that cannot be longer than (two) years from their entry into force, on the condition that the Ministry of Human Resources and Social Development submits a plan to improve its situation within a maximum of (six) months from the date of adoption of two regulations and their implementing rules.
What has been approved is aimed at achieving balance and parity with all segments of society and achieving integration, and working to improve social services provided to people with disabilities, and increasing the participation of the private sector in activities and projects related to people with disabilities, and align with laws, regulations and decisions made and based on the Kingdom’s Vision 2030 programs related to services for people with disabilities.

The decision determined the target groups of the two regulations, namely persons with disabilities and their families, social, educational, vocational and health institutions, social service providers and agencies that regulate legislation for persons with disabilities.
The Council also made its decision today not to approve amendments to Article (14) of the Regulation on Private Health Institutions, issued by Royal Decree no. (M / 40) dated 11/3/1423 Hijra.
The Council’s decision came after the Committee on Health presented during the session its report on the amendment of Article 14 of the Law on the System of Health Care Institutions presented by the Committee’s President, Dr. Hassan Al Masloum, and then its response to the comments and opinions received by the members of the Council in connection with the amendment.
After that, the Council voted to approve the draft memorandum of understanding between the Ministry of Sports of the Kingdom of Saudi Arabia and the Ministry of Sports Development of the Republic of Uzbekistan for cooperation in the field of sports.
This was after the Committee on Culture, Sports and Tourism presented its report on the draft memorandum of understanding, which was read before the Council by Dr. Turki Al-Awwad, the Vice-Chairman of the Committee.
The Council also adopted a decision approving a draft memorandum of cooperation between the House of King Abdulaziz in the Kingdom of Saudi Arabia and the National Agency for the Advancement of Culture (Library and National Archives) in the Republic of Djibouti, after the Council heard the report of the Committee on Culture, Sports and Tourism which was read in front of the Council by the Vice President of the Committee Dr. Turki Awad.
During the session, the Shura Council approved the draft memorandum of understanding between the government of the Kingdom of Saudi Arabia and the government of the Republic of Senegal for cooperation in the field of direct investment promotion, after the council heard the report of the Trade and Investment Committee on the draft memorandum, which was read before the Council by the chairman of the Committee, His Excellency Dr. Fahd Al-Tekhaifi.
