The United States of America played a major role in this agreement through the recent movements of its ambassador to Yemen, Stephen Fagin, and his meetings with members of the Presidential Leadership Council, which was under the name of resolving disputes between Council members.
This agreement would completely mortgage the decision of the province of Hadramout to the countries of the Quartet.
