Al-Akhbar (Nouakchott) – In an extraordinary meeting on Monday, the government approved a draft decree that includes the establishment of a special transfer account called the “Mauritania House of Zakat Money”.
According to the text of the press release published after the cabinet meeting, the decree comes “in the framework of the implementation of the program of His Excellency the President of the Republic “My Promises”, which refers to the work of establishing a national body in charge of collecting zakat and spending it in its legal banks.
The press release states: “The working mechanism of this house will be determined and organized in a way that guarantees transparency, stretches bridges of trust, reduces costs and ensures the achievement of the desired goals, religious and secular.”

The Council of Ministers met today, Monday, December 26, 2022, under the chairmanship of His Excellency Mr. Mohamed Ould Cheikh El-Ghazouani, President of the Republic.
The council considered and accepted the following legislative proposals:
Draft law relating to the profession of bailiff.
The current project aims to reorganize the enforcement profession, shows the methods of its practice, defines the area of territorial jurisdiction for each executive office, sets a clear mechanism for access to the profession, balances between the absorption of unemployment and the benefit of the experience of the bailiff, and strengthens the legal protection given to the bailiff judge in within the scope of the performance of his duty, and subjects him to duties whose violation leads to disciplinary punishments. gradually and rigorously.
The draft law enabling the ratification of the loan agreement, signed on December 13, 2022 between the Islamic Republic of Mauritania and the Islamic Development Bank, intended to contribute to the financing of the Kiffa water supply project.
The project consists of the construction of a reinforced concrete water outlet on the banks of the river (water source) and a water treatment plant with a maximum capacity of (50) thousand cubic meters / day in order to cover the horizons of the project until 2050. three main water pumping pumps, three main concrete reservoirs and the main water transport pipeline for the city of Kiffa with a length of (250) km, along with the aqueducts for the supply of high reservoirs and water distribution networks, in addition to the supply of electric power purification devices, the supply pumping stations with auxiliary generators, the establishment of a water laboratory and a monitoring and management system in the project’s facilities.
Draft law enabling the ratification of the framework agreement (time sale), signed on December 13, 2022, between the Islamic Republic of Mauritania and the Islamic Development Bank, which is intended to contribute to the financing of the Kiffa water supply project.
The current draft law deals, like its predecessor, with the contribution of the Islamic Development Bank to the financing of the Kiffa water supply project.
Draft law on real estate development.
The current draft law aims to establish all the necessary legislative, financial and other tools to provide an appropriate environment for a real estate development policy that is able to respond to the challenges and play a very important role in facilitating the access of the low and middle income classes to social and economic housing, especially with considering the category of employees and their colleagues in the private sector, and their estimated number of two hundred thousand (200,000) people.
The Council also studied and approved the following draft regulations:

The current draft of the decree, which provides for the establishment of a special transfer account called the Mauritanian Zakat Money House, comes within the framework of the implementation of the program of His Excellency the President of the Republic “My Obligations” which refers to the work of establishing a national body dealing with the collection of zakat and its payment in its legitimate banks.
The working mechanism of this house will be determined and organized in a way that guarantees transparency, stretches bridges of trust, reduces costs and ensures the achievement of the desired goals, religious and secular.
– Draft decree approving the urban plan for the city of Laayoune, Laayoune district, in the province of Hodh El Gharbi
This plan takes into account the measures necessary to create an adequate living framework that guarantees security and peace to citizens. This scheme covers a total area of 3,925 hectares.
– Draft regulation on the amendment of some provisions of Regulation 158-2009 issued on April 29, 2009, by which they are amended, which includes the establishment and organization of the work flow of the Higher Institute for Technological Education in Ros.
The current draft of the decree aims to strengthen the administrative and academic management mechanisms of the Higher Institute of Technological Education by amending the provisions of some articles from the above-mentioned decree.
Draft decree on amendments and additions to some provisions of Decree 161-2009 issued on April 29, 2009, by which they are amended, which includes the establishment and organization of the work flow of the High Institute for Accounting and Institutional Management.
The current draft of the regulation aims to strengthen the administrative and academic management mechanisms of the Higher Institute of Accounting and Institutional Management by amending some articles of the aforementioned regulation.

In light of the results of the working visit of His Excellency the President of the Republic to Dakhlet Nouadhibou province on Thursday and Friday the 22nd and 23rd of this month, the Council of Ministers sent its warm thanks and congratulations to the residents of this province in general, and especially to the residents of the cities of Nouadhibou and Belnoir, for the extraordinary mobilization and the warm reception they gave to His Excellency the President of the Republic and the delegation accompanying him on this visit, during which His Excellency inaugurated important development projects.
The Minister of Economy and Promotion of Production Sectors made a statement on the implementation of projects during the month of November 2022.
During the month of November, the good performance of the programmed activities continued significantly, while the number of projects with poor performance continued to decrease. Among the 71 projects for which responses were received, representing 84.7%, they can be classified according to execution during the month of November as follows:
43.7%, or 31 projects that recorded a good level of performance, compared to 37.7% in October and 22.6% in September.
– 36.6%, or 26 projects that recorded an average level of success, compared to 35.8% in October and 37.5% in September.
– 19.7%, or 14 projects, showed a poor performance level, compared to 26.55% in October and 35.9% in September.
The Minister of Trade, Industry, Crafts and Tourism presented a statement on the national industrialization strategy until 2030.
